ADU Construction in Long Beach
Long Beach ADUs reviewed for flood mapping and floor height, flood openings under raised floors, a coastal zone lookup and the city building permit.
A Long Beach plan reviewer looking at a new backyard unit checks whether the parcel sits inside a mapped flood hazard area. If it does, the finished floor has to sit at or above the flood height set for that spot, and the plans have to show it with a surveyed figure. The City of Long Beach runs its own building department, so we pull the flood map for the address before the floor is designed.
Raising the floor when the map calls for it
On a flood-mapped parcel, a slab poured at ordinary grade may sit too low. One answer is a raised wood floor over a crawl space, with flood openings in the foundation walls that let water pass through and even out the pressure. Another is a slab set on compacted fill brought up to the needed height. Materials below the flood line have to tolerate getting wet, so wiring, ductwork and the water heater stay above it. A raised floor then brings steps and a landing at the door, which the layout has to fit inside the setbacks.
Coastal status and the surveyed record
Coastal status is pulled with the flood map: inside the state coastal zone, the city may want a coastal approval or a written exemption on file before it issues the building permit. When the floor has to meet a flood height, a surveyor confirms it during construction, once the floor is framed or the slab is formed, and again at completion. That record goes to the city with the final inspection. Where the parcel sits outside both maps, ordinary drainage sets the floor, and review moves on to the rest of the set.

ADU Construction in Long Beach: questions
Approval from Long Beach to occupy the unit early makes it possible. On a flood-mapped lot, that order lets the survey points, fill and drainage for the whole parcel be set once, so the main house goes up to the same flood height without regrading around a finished ADU.
Kept to one level at 500 square feet or under, a Long Beach unit is within the package. On a mapped parcel the site plan carries the surveyed floor height and the flood line, while the build and any fill work are quoted on their own after we see the lot.
Converting a garage on a flood-mapped lot can be hard, because its slab was poured near outside grade and may fall below the flood height. The floor may then need building up inside the shell, at a cost in headroom. Off the map, we look at the slab, the studs and the roof, then weigh a conversion against new construction.
