A county plan checker reads the rating of the roof covering, the vent and eave details, and the drainage arrows that lead water off the lot. Inspectors then come at set points: footings, framing, roof nailing before the covering, insulation and the final. On that last visit the inspector walks around the unit to see that each downspout empties where the drawings show and that the strip beside the walls holds gravel or paving.
