Fire rebuild in Torrance

When testing shows the old slab under a burned Torrance house cannot carry another one, new construction from bare ground is the first job. Fire heat can weaken concrete and the steel inside it, and once the engineer rejects the foundation, the plan changes at once. The old slab is broken out and hauled away, soils are checked, and a new foundation is designed for the house that will stand on it.
Starting from bare ground
With the slab gone, a soils engineer may bore test holes to learn how the ground will bear a new load and how it drains. That report sets the footing depth and width, the reinforcing and any moisture barrier under the floor. The structural engineer then sizes the foundation to the new design, including hold downs and anchor bolts for the shear walls above. Utility stubs for water, sewer and power are placed before the pour so nothing is cut into fresh concrete later. Each of these items appears as its own line in the written scope.
Permits and the frame that follows
Plan review at the City of Torrance covers the foundation design in detail, and its inspector looks at the trenches and steel before any concrete arrives. After the pour cures, framing goes up in the order the plans set, from sill plates and walls to the floor and roof, with each stage signed off before the next covers it. Moist air reaches bare steel quickly, so connectors and flashing are galvanized or stainless, and exposed steel stays protected until it is sealed inside the walls.
